What is 4K First Steps?

Established in 1999 by the South Carolina General Assembly to close the gap on students’ preparedness for success in school, South Carolina First Steps takes a holistic approach to accomplishing our mission of preparing all kids for success in school, work and life, offering services that improve children’s health, strengthen families, expand access to quality child care, increase participation in four-year-old kindergarten (4K) programs and help transition rising kindergartners into school.


South Carolina First Steps offers you the opportunity to enroll your eligible child in a FREE quality 4-year-old kindergarten program for the upcoming school year.


Our statewide network of private, community and faith-based centers are committed to providing a healthy and safe learning environment and preparing your child for school success. Each 4K Provider (Conway Daycare) is equipped with masks, hand sanitizer, thermal thermometers and other necessary personal protection equipment. All First Steps 4K providers adhere to CDC, DSS, and DHEC child care regulations to ensure the upmost safety for all children and adults inside the building.

To Qualify:

1. Child must be 4 years old on or before September 1, 2020

2. Be eligible for Medicaid, free- or reduced-price lunch program, SNAP/TANF recipient OR be experiencing homelessness, transiency, or        in foster care

3. Be a resident of Horry County
